In 2018, Microsoft rebranded their Visual Studio Team Service (VSTS) as Azure DevOps. Whether you consider this an ALM tool depends on how you define ALM, but Azure DevOps does work much like an ALM solution. It provides a standardized environment for managing a software application through its complete lifecycle with a unified DevOps approach.
You can further expand Microsoft Azure DevOps’ capabilities by connecting it to their first-party Microsoft Power Platform. This opens up the ability to build data-driven business solutions with Power BI, Power Apps, Power Automate, and Power Virtual.

How I Evaluate ALM Software
I split my evaluation into two layers: the baseline each tool must hit—requirements management, traceability, Agile planning, and CI/CD integration—and the differentiators that set the best apart.
Core Functionality (Table Stakes For This List)
When I'm selecting tools for my list, I rank each one on a scale from 0 (does not offer the functionality) to 5 (excels in this area) for each core functionality listed below. Then, I calculate the tool's total score into a percentage. Each tool needs to achieve a minimum total score of 75% to be considered for inclusion.
- Requirements Management: I look for structured requirement hierarchies with versioning and baselining, plus the ability to link each requirement directly to downstream stories, test cases, and defects.
- Work Item & Agile Planning: Backlog grooming, sprint planning, and Kanban/Scrum boards should support multi-team setups where cross-team dependencies are visible and manageable.
- Source Code & Version Control Integration: Each tool should connect commits, branches, and pull requests back to work items so you can trace a code change to the story that prompted it.
- Test Management: I evaluate whether the platform supports dedicated test plans, manual and automated execution tracking, and clear linkage between failed tests and logged defects.
- CI/CD & Release Management: Build and deployment pipeline visibility tied to work items matters here, whether that's native pipelines or deep integrations with tools like Jenkins or GitLab CI.
- End-to-End Traceability & Reporting: Dashboards and traceability matrices should let you follow a requirement from inception through code, testing, and release without stitching reports together manually.
Once I have a list of tools that meet this criteria, I consider what sets each platform apart.
Differentiating Factors (What Sets Vendors Apart)
Here's how I compare and contrast different vendors:
Standout Features
Value stream management is a big differentiator. I check whether a platform surfaces flow metrics and DORA indicators so teams can spot bottlenecks before they stall a release. AI-assisted features also earn attention—tools that generate test cases from requirements or auto-triage defects save real hours during sprint cycles. Portfolio-level roadmapping matters too, especially for engineering program managers who need to tie OKR progress back to team-level delivery work.
Beyond Features
Integration ecosystem depth is one of the first things I evaluate. A platform that connects to your existing SCM, CI/CD, and ITSM tools—think GitHub, Jenkins, ServiceNow—without custom middleware saves weeks of setup. Compliance certifications matter just as much, especially for teams shipping regulated software where SOC 2, ISO 27001, or FedRAMP attestations are table stakes. I also consider deployment flexibility, since some organizations need self-hosted or air-gapped options that only a handful of ALM vendors actually support.
